HMO and selective licence checker

Every council can add its own licensing on top of the national HMO rules. We have checked all 30 councils in the West Midlands, the first region on the landlord database.

A family or a couple is one household. Unrelated sharers are a household each.

West Midlands schemes at a glance

Additional HMO licensing: Birmingham, Coventry, Sandwell, Walsall, Warwick, Worcester.

Selective licensing: Birmingham, East Staffordshire.

Everywhere else in the region, only mandatory HMO licensing applies: 5 or more people from 2 or more households sharing facilities. Councils change schemes often, so always confirm with the council before you let.

Questions

When do I need an HMO licence?

A mandatory licence is needed everywhere in England if 5 or more people from 2 or more households live in the property and share a kitchen, bathroom or toilet. Some councils also license smaller HMOs under additional licensing.

What is selective licensing?

A council scheme that requires a licence for ordinary single-household lets in chosen areas, usually for five years. Birmingham, for example, runs it in 25 wards.

What happens if I let without a licence?

Councils can fine you, and tenants can claim back up to 12 months' rent through a rent repayment order. You also cannot use some possession grounds while unlicensed.
